The gap between your last good copy and the incident: the work you would redo. Set by how often backups complete, and only real if a restore from that copy has been tested.

The gap between the incident and people working again: the time you are down. Set by how fast failure is detected and how well the recovery has been rehearsed.

Both are agreed in writing before an engagement starts, and the tested figure, not the target, is what appears in your report each month.
